According to the Federal Law of America, boats are required to maintain a distance of 100 yards from humpback whales and 200 yards from killer whales, which can make it really hard to see the whales or take good pictures.

Mexico’s laws are less strict, requiring licensed boats to maintain a distance of only 33 yards (100 ft), making the experience much more fun.
