The park was first created in 1973 but expanded in 2013 to include 96,000 square miles of ocean and land to protect the environment from pollution and ecological damage.

As part of this expansion, a new marine highway was built, which opened the way for more sport fishing and tourist ventures and created a safer work environment for marine scientists and conservationists who monitor water quality.
